State of Dogs is a parable about a stray dog ​​who does not want to be reborn as a man. Baasar, the dog, killed by a dog hunter on the outskirts of Ulan Bator on the first day of spring, had always trusted man, but no longer. In Mongolia, people believe that a dog is reborn as a man after death. But Basaar refuses. To accept his fate, the dog embarks on a journey through his own memory: he remembers his happy life as a sheepdog, the pain and suffering of being abandoned by his master and the struggle for survival in the city. Without knowing why, he remembers a young woman. He feels very close to her as if time had brought them together, he wants to protect her and warn her of a great danger. Rah, the mythological dragon, wants to devour the sun to create chaos and destruction. Baasar's rebirth depends on the power of men to drive away Rah.

The film won the Grand Prix at the 1998 Nyon Film Festival; it participated in the 1998 Venice Film Festival.
