State of Dogs is a parable about a stray dog who does not want to be reborn as a man. Baasar, the dog, killed by a dog hunter on the outskirts of Ulan Bator on the first day of spring, had always trusted man, but no longer. In Mongolia, people believe that a dog is reborn as a man after death. But Basaar refuses. To accept his fate, the dog embarks on a journey through his own memory: he remembers his happy life as a sheepdog, the pain and suffering of being abandoned by his master and the struggle for survival in the city. Without knowing why, he remembers a young woman. He feels very close to her as if time had brought them together, he wants to protect her and warn her of a great danger. Rah, the mythological dragon, wants to devour the sun to create chaos and destruction. Baasar's rebirth depends on the power of men to drive away Rah.
