The D.M.V. in the title is the minimum quantity of water needed by a river to survive. The life of the Chiusella creek would be in danger if SEVAL built a hydroelectric power plant in that area.

Italy is full of cathedrals in the desert, buildings that exist only for pri-vate and speculative interests. The cathedral that SEVAL wants to build in Issiglio, Valchiusella, would be destined to be one of these. This power plant would bring neither work nor energy to the valley and would be remembered just for having ruined one of the most beautiful stretches of the Chiusella creek.
