The roofs and chimneys of a fantastic Venice are inhabited by friendly birds. Doge Cirillo II governs these industrious people of "Venice above" thanks to the help of his faithful Zepi, a generous and idealistic young baker. Next to the Doge we find his sister Ardelia, a great romantic dreamer and the secretary Zinia, a modern and dynamic dove. Not far away at the Consulate of Rhondia the falcon Count Yagor, mad with jealousy and greedy for power, continually instigates his henchmen to take possession of the precious Ku-Wang, the great black diamond kept in the Doge's Tower.
