In the decades following the Second World War, numerous refineries, chemical plants and electric power stations built near Syracuse on the southeast coast of Sicily now form Europe's largest petrochemical complex. The film retraces the development of this area, the pollution and the corruption behind the dream of energy self-sufficiency, and the heavy toll taken on the environment and the health of the local population. Although declared a risk area by the World Health Organization, four new incinerators and a methane regasification plant (450,000 m3) are planned for construction.
