Seven villages and three natural reserves were permanently flooded during the construction of the Itoiz dam in the Pyrenees mountains of Navarra in the 1990s. Today, a thin strip of barren land at 592 m forms a demarcation line in the valley landscape. Below this line there is water, above it life continues as before. Through the observations and commentary of the people who opposed the dam construction in defense of their village, the film tries to make sense of the huge change in the local landscape.
