Taking as an example the earthquake that struck L'Aquila on 6 April 2009, the film looks into the workings of the National Department of Civil Protection, its history and current operations in the earthquake aftermath: the construction of 4500 new apartments, not all of them meant for the evacuated families, outside the pre-existing social context. Compounding the problem of reconstruction is the number of contracts notwithstanding current provisions of the law, owing to growing pressure related to emergency situations. The film illustrates the application of what economist Naomi Klein recently defined as disaster capitalism that tends to exploit catastrophes for economic gain.
